This initiative picks up on previous efforts such as the NMC Horizon Project Strategic Brief on Digital Literacy in Higher Education, Part II and Jisc's Digital Capability Framework. The framework represents four layers: the learner at the centre, core competencies (such as curation, evaluation, ethics (that each include technical, critical thinking, and social aspects), key values such as reflection, creativity and social justice, and multiple literacies such as data, information, media and invention. I like the idea of trying to find the elements underlying the various 'literacies' but I think the layering isn't quite right (partially because it's not layers, partially because the 'layers' overlap, and partially because there's a lot left out). I present what I think is a better approach in this presentation (I suppose I should write it in more detail some time).
