This is an important paper, one that should be read by everyone involved in the design of learning objects. The paper starts with the premise, roughly stated, that learning objects, while important, are not the key thing in effective learning process. Rather, what puts the 'learning' into online learning is the organization of the learning process. The model typically employed and described by, say, IEEE-LOM, is not sufficient to describe many learning processes. This paper proposes a language to describe learning processes, based on EML. The essential components of four major types of theories of learning (the pedagogical meta-model) are described in terms of this model. The end result is the implementation of the meta-model in an XML schema that could (and in my view should) be used to describe components of online learning.
