I found this while looking for something else. It reports "preliminary findings of a one-year research project (2011) that investigated the fit of recognizing prior learning (RPL) practice and related assessment and transfer protocols to projected OER use." The findings are, as the paper says, "adventures in inconsistency." Almost 20 different assessment methods are used (see diagram, above) and fees are calculated in a wide variety of manners. "What seems to be indisputable," write the authors, "and what will affect OERu's accommodation of RPL most cogently, is the fairly universal recognition of RPL as requiring labour-intensive and rigorous assessment."
