This article takes Canadian Prime Minister Mark Carney's speech at Davos calling for middle powers to preserve their own sovereignty by working together. This applies equally to artificial intelligence, argues Elena Yunusov, and the the route to cooperation in AI is open source. There are four dimensions of control: physical infrastructure, licensing, software administration, and the freedom to modify and extend. "Proprietary software hosted in Canada may address the physical requirement but fails on the other three dimensions of control. Open source, by contrast, addresses all four of these dimensions."
