I think that the lesson we can learn here is that cost isn't a motivator so much as it is a demotivator. What motivates, then? Well, other things, like the relevance of the subhect material and quality of the learning experience. This should not be taken as a license to simply levy costs - a very little cost demotvation offsets an awful lot of motivation from other factors.
