First newsletter of the OERtest program (PDF). "The OERtest project is a two year project funded by the Lifelong Learning Programme of the European Commission. Its aim is to support the mainstreaming of Open Educational Resources within Higher Education and to test the feasibility of assessing learning exclusively achieved through the use of OERs." Still a lot of work to do on the website.
