Channel One has been paying teachers who get their schools to sign up for the in-class television service, but an Oregon commission has ruled that this practice is unethical. I agree with Gary Ruskin, director of Commercial Alert, the organization that disclosed the practice. "This is plainly corrupt," said Ruskin. "It's an offer to pay a public official to take a public action."CRLF
