A network can recognize expertise as well as an individual expert (and importantly, recognize different expertise). That's the principle behind democracy (though of course we've seen it interfered with a lot). It's also the principle behind things like tagging, and behind the invisible hand of the marketplace, etc. It's not perfect (human perception is not perfect either) and needs to be subject to constraints and conditions in order to be reliable.
