Inside Higher Ed seems to have really taken to MOOCs. Here's another article from them, describing a scenario where people could use MOOCs to earn university credit. It's exactly the same model as the 'logic model' for OER university, and it has as its defining feature a university performing some sort of assessment of the work and granting credit for it.
