E-Learning 2.0 at the E-Learning Forum

How about ASSESSMENTS 2.0? Knowledge is all well and good - you can read anything, and view anything passively. But there is a difference between reading obsessively 1000 books on swimming and SWIMMING. Same with any practice - you learn by doing, and then getting feedbacks and assessments on what you do, testing, etc. I don't think there are any 360 assessment 2.0 programs out there, right? I am a grad student at Columbia University. My masters project centers on implementing an E Learning solution in a corporate setting (in this case Oracle). I am working on developing a project implementation plan and am looking for some help and guidance. I am not a project manager so it would be great to find a project management template outlining the general steps needed to implement an LMS (from buying hardware/software to testing to rollout). I was wondering if Oracle has a sample plan I can adapt from that shows the tasks with timelines, responsibilities and even risks. If you have something like this to share I would be most appreciative. If not, perhaps you can direct me where I can find such resources.
