This is a brief presentation of the Learning and Performance Support program, especially with respect to MOOCs and OERs, underway at the National Research Council. I outline the concept from the perspective of the personal learning record, showing how the personal graph is created by aggregating resources and activities, and the set of tools associated with the personal graph is used to access learning opportunities such as MOOCs and open educational resources.
