What is an open educational resource (OER)? Not just content, but capacity. That's why we need to look at how they are produced and not just how they are used. This presentation argues for a model of OERs based on community use and production. The type of content produced is heavily influenced by the funder. Universities produce courses . Governments produce institutions. Publishers produce books, journals. What would the recipients produce?
