The second volume of the Almanac presents five new regions which joined the My Mother Tongue Programme in 2022.
 
 
The My Mother Tongue Programme provides a unique opportunity to study the language situation in different subjects of Russia, to exchange experience between regions and to establish direct contacts for further development of cooperation. The results of the Programme can be used to plan activities and design projects in other multilingual regions of Russia, to develop similar programmes in other countries, to establish parameters and criteria for evaluating relevant national policies, and to elaborate a recommendation framework for the implementation of effective policies in this area at various levels.
 
 
 
 
 

 
 

On June 6-8, 2023, Khanty-Mansiysk successfully hosted the V International Conference “Tangible and Intangible Impact of Information and Communication in the Digital Age” within the framework of the UNESCO Intergovernmental Information for All Programme and the XIV International IT-Forum.

 

The event gathered about 150 experts from 47 countries – representatives of intergovernmental, international, regional and national non-governmental organisations, public authorities, prominent Russian and foreign specialists in the field of communication, IT, information security, creative industries, management, international relations, sociology, political science, psychology, linguistics, pedagogy – to discuss the most acute and significant issues related to the rapid and continuous changes in the field of information and communication, which are currently exacerbated by the ongoing global socio-cultural crisis.

At the very start of the International Decade of Indigenous Languages, the Interregional Library Cooperation Centre released a unique publication “My Mother Tongue. Almanac 2022. Preservation of Indigenous Languages ​​of Russia" which is now available online. In this collection of analytical materials, prominent Russian experts representing Russia’s indigenous peoples analyse the current state, problems, and prospects of preserving their ethnic languages; the development and implementation of Russia’s national and regional policies aimed at revitalizing and promoting these languages; the achievements and shortcomings of such policies; and the role of the federal government, regional governments, cultural, scientific, educational, and civil society institutions, mass media, publishing houses, the private sector, and language communities. 

 

The materials for the almanac were collected within the framework of the implementation in Russia of the UNESCO Information for All  Programme (IFAP) and the My Mother Tongue Programme developed in 2019 by the Russian IFAP Committee and the Interregional Library Cooperation Centre based on IFAP's achievements and findings and designed for long-term implementation in different regions of Russia. 

 
 
 
 
 

 
 
 
 

On July 5-7 Moscow successfully hosted the high-level international conference “World Treasury of Mother Tongues: Nourish and Cherish. National and International Context, Policies and Practices to Preserve Indigenous Languages”.

 

The event was organized by the Russian Federal Agency for Ethnic Affairs, Intergovernmental Council of the UNESCO Information for All Programme, Russian UNESCO IFAP Committee and Interregional Library Cooperation Centre within the support by the Ministry of Foreign Affairs of the Russian Federation, Commission of the Russian Federation for UNESCO and Russian Civic Chamber.

 

The event gathered about 150 prominent Russian and international experts in the field of education, culture, social sciences and humanities, communication and information (including advanced language technologies and other information technologies), representatives of governing bodies, civil society institutions and private sector from 46 countries. They focused not only on preservation and revitalization of indigenous languages, but also on broader contexts (linguistic, sociocultural, historic, economic, geopolitical, etc.) in which indigenous people and their languages exist and survive.

The IV International Conference on Tangible and Intangible Impact of Information and Communication in the Digital Age took place on 7-9 June 2022 in Khanty-Mansiysk, Russian Federation, within the XIII International IT Forum and the UNESCO Information for All Intergovernmental Programme. The event gathered over 100 experts from 35 countries – representatives of intergovernmental, international, regional and national non-governmental organisations, universities and research centres, government authorities and institutions in the field of information and communication, science, culture and education, including prominent Russian and foreign experts in the field of philosophy, cultural anthropology, sociology, political science, psychology, linguistics, management, international relations, communication, information technology, information security, teacher training, librarianship, museum and archiving, creative industries, diplomats, journalists.
 
The conference was aimed to contribute to the advancement of international and national policies in the field of information and knowledge society building and relevant recommendations; to reducing the gap between the pace of development in the field of information, communication and related technologies, and the ability of science and society to comprehend the changing reality and, accordingly, to influence the vector and nature of progress.

The Third Edition of the International Conference "Tangible and Intangible Impact of Information and Communication in the Digital Age" will be held on 17-18 June 2021 in Khanty-Mansiysk (Russian Federation) in the framework of the UNESCO Information for All Programme and XII International IT Forum. The Conference will gather more than 150 participants from 58 countries. 
 
 
 
 
 
 
 
 

 

International Conference “Preservation of Languages and Development of Linguistic Diversity in Cyberspace: Context, Policies, Practices”

 

On 1–5 July 2019 Yakutsk successfully hosted the world’s biggest international conference “Preservation of Languages and Development of Linguistic Diversity in Cyberspace: Context, Policies, Practices”.

 

Over 100 reports were presented at plenary sessions and eight thematic sections held at the Sakha Theatre, in two buildings of the Sakha Government, at the State Assembly of the Republic of Sakha, and the North-Eastern Federal University. Most topical issues of the modern world were discussed by conference participants, including:

  • The position and status of various languages of the world (endangered and vulnerable; small, medium and large; minor and dominant; local, regional, official, state, international, etc.) and problems of their preservation
  • Linguistic, sociocultural, political, economic and other contexts of language functioning
  • Development of these languages’ representation in cyberspace: tools, methods, institutes, environment
  • The need to equip languages with modern linguistic technologies (speech recognition, speech synthesis, machine translation, etc.)
  • Languages in education, culture, science, the media, politics, business, tourism, everyday life, etc.)
  • National, regional, international, institutional language policies in various spheres of language functioning
  • Measures taken to preserve various languages and maintain multilingualism in various countries; positive results of implementing such measures in real life and in cyberspace.

 

All these issues were discussed from different perspectives by researchers representing developed and developing countries, where multilingualism exists in various forms and at different levels.

 

The event brought together over 500 experts: public figures, politicians, diplomats, researchers working in the fields of ethnolinguistics, sociolinguistics, ethnopolitology, ethnosociology, cultural anthropology, philosophy, as well specialists in the elaboration and analysis of national and international language policies, educationalists, academics, representatives of cultural institutions and the infocommunication sphere from 63 countries and all world regions (Albania, Argentina, Armenia, Australia, Azerbaijan, Belarus, Belgium, Benin, Brazil, Bulgaria, Cameroon, Central African Republic, China (including SAR Hong Kong and SAR Macau), Columbia, Croatia, Cuba, Czech Republic, Dominican Republic, Egypt, Finland, France, Germany, Ghana, Hungary, India, Indonesia, Israel, Italy, Jamaica, Japan, Kazakhstan, Korea, Kuwait, Kyrgyzstan, Latvia, Lithuania, Maldives, Mexico, Moldova, Mongolia, Morocco, Mozambique, Nigeria, Palestine, Philippines, Russia, Saudi Arabia, Slovakia, South Africa, Sri Lanka, Switzerland, Syria, Tajikistan, Turkey, Ukraine, United Kingdom, United States of America, Uzbekistan, Venezuela, Vietnam, Zambia), as well as UNESCO.

Second International Conference “Tangible and Intangible Impact of Information and Communication in the Digital Age” was held in Khanty-Mansiysk on 9–13 June, 2019, under the auspices and in cooperation with UNESCO.

 

Discussions within the Second International Conference “Tangible and Intangible Impact of Information and Communication in the Digital Age” held in Khanty-Mansiysk on 9–13 June, 2019, under the auspices and in cooperation with UNESCO in the framework of the XI International IT-Forum were focused on the following topics: “Digital Age: Quo Vadis?”, “Freedom of Information: Global Challenges for Utopia”, “Preservation of Cultural and Scientific Heritage in the Digital Age”, “Malicious Use of Artificial Intelligence and International Psychological Security”, “Media and Information Literacy and Ethics”, “Technologies and Linguistic Diversity”.
