Judgments are to be based on definite standards of appraisal. The criteria may be internal evidence or external criteria. The learner may determine the standard or may be given the standard.

Evaluation is the ability to make a judgment about the value or some idea, thing, solution, or method, on the basis of identified criteria.

  • This criteria may be given to the learner from another source (instructor). The criteria may be developed by the learner.
  • To qualify at the level of evaluation, judgment must be based on a very careful consideration of all relevant factors.
  • A snap decision qualifies only as an opinion.
  • A decision based on no internal evidence or external criteria is an opinion.
