Because I get called on it when I don't. I get email and comments saying "you recommended this report but didn't you know there were these errors in it?" It's important to readers that I demonstrate that I've read the report, spotted the errors, and recommended it anyways.

I did mention this - I said "though focused more on political and administrative structures rather than processes and pedagogies." Not your exact wording but close enough. [Comment]
